The presidency of the Council of the European Union rotates every six months among member states, giving the holding country considerable influence over the European legislative agenda for that period. Spain took on this role in the second half of 2023, focusing on strategic autonomy, the digital single market, migration, and EU enlargement policy. As one of the largest economies in the eurozone, Spain has been firmly embedded in European integration since joining in 1986; taking on the Council presidency is thus a regular but politically significant step within the Union's institutional framework. Under the motto "Europe, Next Level," Madrid set the substantive framework for negotiations on files such as the AI Act, the asylum and migration pact, and the draft EU budget.
The Council of the EU is the central decision-making body at ministerial level, where the governments of the 27 member states pass legislation and coordinate policy. The presidency — not an elected position but a coordinating function — chairs meetings, mediates between member states, and negotiates on the Council's behalf with the European Parliament. Spain also used its 2023 Council presidency as a foreign-policy signal: accession talks with Ukraine and Moldova, as well as an EU-Latin America summit after a multi-year hiatus, were on the agenda. To mark this institutional moment, Spain issued a 2-euro commemorative coin in 2023.
