The Council of the European Union is led by a different member state every six months — a rotation principle that has structured collective decision-making since the early days of European integration. Portugal took on this role in the first half of 2021 for the third time, following its presidencies in 1992 and 2000. The presidency fell during an exceptionally intense period in European politics: the Union was in the midst of implementing the multi-billion-euro NextGenerationEU recovery package, adopted in response to the economic fallout of the COVID-19 pandemic. Lisbon coordinated negotiations between member states and the European Parliament on key pieces of legislation — covering issues from digital transformation to social Europe and climate protection.
Portugal has been a member of the European Union since 1986 and has, over these decades, transformed from a structurally weak agricultural country into an open economy tightly integrated into European networks. The 2007 Treaty of Lisbon, which forms the basis of today's EU constitutional structure, is not by chance named after the capital. As a small country on the Atlantic periphery of Europe, Portugal has traditionally viewed the European framework as a strategic resource — economically, politically and symbolically. To mark its Council presidency, Portugal issued a 2-euro commemorative coin in 2021.
