For Andorra, the monetary agreement with the European Union was of fundamental state importance: the principality had already used the euro de facto as currency since its introduction in 2002, without any legal basis or official link to the eurozone. The treaty, negotiated in 2011 and entering into force in 2012, changed this fundamentally — Andorra gained the formal right to issue euro coins, but in return was obliged to adopt key EU legal norms in the financial and economic sphere. The agreement is thus not merely a monetary-policy arrangement but an expression of the structural relationship between the microstate and the European Union: close economic integration without formal EU membership, the terms of which have been gradually expanded since the treaty's entry into force.
Andorra occupies a special position among Europe's microstates. The principality is not an EU member, yet it has neither an independent monetary history in the modern sense nor significant economic room for maneuver outside its European neighborhood. Dependence on France and Spain as direct neighbors has shaped trade flows, the legal system, and everyday life for centuries. Against this backdrop, the monetary treaty created a solid legal foundation for what had already been lived economic reality. Andorra marked the tenth anniversary of the treaty's conclusion in 2023 with its own 2-euro commemorative coin.
