The EU flag as a symbol uniting peoples and cultures around shared values and ideals for a better future. Twelve stars take on human form and welcome the birth of a new Europe. Along the upper right of the coin ring: the issuing state "PORTUGAL" and the dates "1985–2015". The mintmark "INCM" is positioned to the right, between the flag and the dates. Fourth EU joint issue. All 19 eurozone states are releasing a coin with this design on various dates. The coins differ only in the inscription, which appears in the respective national language.
Portugal did not join the European Community until January 1986 — together with Spain, after more than a decade of political and economic transformation following the Carnation Revolution of 1974. Accession ended decades of authoritarian isolation under the Salazar and Caetano regimes and permanently anchored the country within the Western community of states. For Portugal, EC membership meant not only access to structural funds and the single market, but also a symbolic return to the European family of nations — a moment that still shapes Portuguese society and its economy today.
The European flag representing this community had emerged earlier still: in 1955, the Council of Europe adopted the design with twelve gold stars on a blue background, the number chosen as a symbol of completeness and unity rather than a count of members. The European Community officially adopted the flag as its own emblem in 1985 — a year before Portugal stood beneath it as a member. To mark the 30th anniversary of this adoption, all euro states, Portugal among them, issued a European joint coin in 2015 commemorating this step toward a shared visual identity.
