In late medieval Europe, representative participation at the local level was rare — which makes it all the more remarkable that the small Pyrenean principality of Andorra developed an institutionalised form of popular representation as early as the 15th century. The Consell de la Terra, founded in 1419, brought together representatives of Andorra's six Parròquies and formed the political foundation of the country long before modern parliaments became the European norm. It emerged in the context of the Paréage arrangement, which had governed Andorra's distinctive dual sovereignty — shared between the Bishop of Urgell and the French Count of Foix — since 1278. The council's task was to represent the population's interests before these two co-princes and to coordinate the administration of justice, tax collection and local government.
The Consell de la Terra gave rise to today's Consell General, Andorra's parliament, which is still regarded as the direct institutional continuation of this medieval assembly. Andorra is thus one of the few countries in Europe whose parliamentary tradition can be traced back uninterrupted for six centuries. The country's political continuity — despite shifting influences from Spain, France and the Church — is closely tied to this early institutionalisation of self-government. With a 2-euro commemorative coin, Andorra marked the 600th anniversary of the founding of the Consell de la Terra in 2019, honouring a chapter of its history that continues to shape the country's political identity today.
