20 Years of the Red Lion Civil Flag
In 2007, Luxembourg officially introduced a civil flag: the Roude Léiw, the red lion on a white field. This was by no means a new creation but a return to a heraldic symbol deeply rooted in the history of the Grand Duchy. The red lion originates from the coat of arms of the House of Limburg-Arlon and has accompanied the territory of present-day Luxembourg since the High Middle Ages. Unlike the national flag — three horizontal stripes of red, white, and light blue — the Roude Léiw serves as the state's civil flag, which may be flown by private individuals and non-governmental organisations. With this arrangement, Luxembourg drew a line between official state emblems and the everyday expression of national belonging.
The introduction of the civil flag was also a signal in the broader societal debate about Luxembourgish identity — a topic that carries particular weight in this small, multilingual Grand Duchy at the crossroads of Germany, France, and Belgium. Luxembourg is one of the smallest countries in the eurozone, yet has one of the highest per capita GDPs in the world, and almost half of its population consists of non-nationals. In this context, the Roude Léiw was reactivated not only as heraldic heritage but as a symbol marking continuity and belonging in a rapidly changing society.
