The 2030 Agenda for Sustainable Development was adopted in September 2015 by all 193 member states of the United Nations and has since formed the global reference framework for development policy. At its core are 17 Sustainable Development Goals (SDGs), covering objectives such as fighting poverty and hunger, access to clean energy, climate action, sustainable cities, and ocean protection. The goals are not independent of one another: the SDG framework is explicitly designed as an integrated system in which economic, social, and environmental dimensions work together. As an EU member state, Portugal has committed to implementing the 2030 Agenda and has submitted regular national progress reports to the UN High-Level Political Forum since 2017 — with a focus on ocean protection, renewable energy, and social inclusion, areas in which the country in some cases performs above the EU average.
Portugal is among the countries that view sustainability not merely as a political goal but as an economic necessity: its Atlantic location makes the country especially vulnerable to rising sea levels and extreme weather events, while at the same time Portugal has considerable potential in wind and solar power. The share of renewable energy in its electricity generation is among the highest in Europe. With Portugal's 2025 2-euro commemorative coin on the theme of sustainable development, the country sends an official signal of the importance it places on the 2030 Agenda and its 17 global goals.
