Since the end of the Second World War, Finland has developed a foreign policy built on balance, reliability, and active multilateral engagement. As a country situated on the border between East and West, Helsinki pursued for decades an independent course whose weight extended well beyond its geographic position: state visits and high-level meetings frequently took place on Finnish soil, not least because Helsinki was valued as a neutral venue for negotiation. The CSCE process of the 1970s, which reached a high point with the signing of the Helsinki Final Act in 1975, is the best-known example of Finland's role as host and bridge-builder in international diplomacy.
With its accession to NATO in April 2023, Finland fundamentally realigned its foreign-policy position. Decades of neutrality policy gave way to a clear alignment with the West — a step accelerated by Russia's invasion of Ukraine and one that found broad public support. Against this changed backdrop, state visits take on a new dimension: Finland now cultivates its alliances more intensively than ever and is in demand as a voice with direct experience of the risks along NATO's eastern flank.
