Finland has for decades been among the countries with the most extensively developed welfare systems in the world. The Finnish welfare state, known in Finnish as hyvinvointivaltio, took its present form mainly in the second half of the 20th century and rests on a universal principle: social and health services are available to all citizens regardless of income or place of residence. The municipally organized health centers, nationwide basic care, and early parental leave arrangements long served internationally as a reference model. Social protection in cases of unemployment, old age, and disability likewise follows the principle of a unified safety net that lets no one fall through the cracks.
A profound restructuring of this system took effect in 2023: the so-called Sote reform (from sosiaali- ja terveydenhuolto, meaning social and health services) transferred responsibilities from around 300 municipalities to 21 newly created welfare regions. The aim was to reduce growing disparities in care quality between urban and rural areas and to manage public spending more efficiently. The reform is regarded as Finland's largest administrative overhaul in decades and was accompanied by a broad societal debate about the future of public welfare. To mark the 100th anniversary of these structural principles, Finland issued a 2-euro commemorative coin in 2023 that foregrounds the theme of hyvinvointi — in Swedish, välfärd — recalling the societal importance of social cohesion.
