The Council of the European Union, where ministers from the member states meet by policy area, is chaired on a rotating six-month basis by a different EU country each time. Portugal held the presidency in the first half of 2007 — a period that fell within the term of Prime Minister José Sócrates' government and, among other things, helped pave the way for the signing of the Treaty of Lisbon in December 2007. With the Treaty of Lisbon, EU member states fundamentally reformed the Union's institutional foundations; as host of the signing ceremony, Portugal was directly part of this historic moment. The EU Council presidency is considered a demanding diplomatic mandate, requiring the presiding country to coordinate extensively between national capitals and Brussels.
As a defining feature of Portuguese nature and economy, the cork oak has been closely tied to the country for centuries: Portugal is the world's largest cork producer, and the cork oak is regarded as the country's national tree. Its ecological and economic importance is also reflected in its distribution across the western Mediterranean, where it forms particularly dense stands on the Iberian Peninsula. The tree stands as a symbol of permanence and natural resources — qualities Portugal has linked to its identity since the age of seafaring and global trade. To mark its EU Council presidency, Portugal issued a 2-euro commemorative coin in 2007 that brings both themes — national identity and European engagement — together.
